Commercial usage is rights managed
Some competition organisers will approach you for the rights to use your submission commercially to help advertise a product or to promote a company or to be part of a stock library. In such case, the Bill of Rights requires organisers to offer you the option of licensing your work on a rights managed basis, as opposed to a royalty free license.
The royalty free license devalues creative works by allowing perpetual use for a one-time fee. Rights Managed licenses offer more protection and higher fees for your creative efforts.
