Commercial usage is rights managed
Some competition organisers will approach you for the rights to use your submission commercially to advertise a product, or to promote a company, or to be part of a stock library. In such cases the Bill of Rights requires organisers to offer you the option of licensing your work on a rights managed basis as opposed to a Royalty Free license.
The royalty free license devalues creative works by making it available to users on a perpetual usage license for a one time fee.
